Washtenaw County officials are opposing a proposal for express lanes on approximately 39 miles of Interstate 94, which would eventually cater to self-driving vehicles. The Michigan Department of Transportation (MDOT) and Cavnue, a private company, are collaborating to convert lanes for use by smart vehicles, from Ann Arbor toward Detroit. This initiative has been met with unanimous dissent from the county’s board of commissioners, who raised concerns about equitable access, environmental impact, and whether the infrastructure improvements align with residents' needs.

MDOT officials argue that the project will enhance road safety and maintenance while bridging the gap between current vehicle technology and roadway capabilities. However, the county is particularly concerned about potential tolls associated with these express lanes, citing that implementing tolls could disproportionately impact low-income and marginalized communities. They emphasize that Michigan does not currently have toll roads, which makes this proposed shift significant.

County commissioners plan to send the resolution of opposition to various state officials and regulatory bodies. Meanwhile, MDOT claims to have undertaken extensive public engagement and received federal approval for the project's environmental impact. Currently, a pilot project is in process on a small stretch of I-94 to test the concept.
