US Won’t Move Forward With Billions in Biden-Era Energy Loans

Published: May 2, 2025
Energy Secretary Chris Wright announced that the Department of Energy will not proceed with a significant portion of the Biden-era loans while the Trump administration evaluates the nearly $400 billion green bank. During a Bloomberg Television interview on May 2, Wright expressed distrust toward loans and grants made during the transition period between Trump’s election and Biden’s inauguration. He acknowledged that while some loans are unavoidable, many will not be funded due to the ongoing review process.

The Loan Programs Office, which has already supported around $70 billion in energy projects, is currently scrutinizing over $41 billion in conditional commitments, including substantial amounts allocated to biofuel initiatives and a major transmission line project. With nearly $23 billion offered to utilities just before Trump took office, the potential rollback of these loans is under consideration, though experts warn that reversing closed loans, particularly the $6.6 billion financing for Rivian Automotive, could be legally challenging.

This strategic pivot by the Department of Energy suggests a focus on financing coal and advanced nuclear projects, as indicated by Wright’s affirmation of the agency's goal to enhance energy systems. In the context of transportation, this shift may significantly impact the energy landscape, especially for sectors reliant on renewable sources. Transitioning back to fossil fuels could hinder long-term investments in sustainable energy infrastructure, which are essential for reducing emissions and achieving a resilient transportation network geared towards future needs. The balance between immediate economic concerns and sustainable growth in transportation infrastructure remains critical in this ongoing review.
