FMCSA Extends Waiver on Electronic Medical Certifications
The Federal Motor Carrier Safety Administration has extended the time during which drivers can carry paper copies of their medical exam certifications from 15 to 60 days. This extension, announced on August 21, is aimed at assisting drivers in 12 states that have not transitioned to electronic medical certifications by the June deadline. The agency has set an October 12 nationwide deadline for mandatory electronic submission of Medical Examiner’s Certificates. The waiver allows drivers to use paper copies as valid proof of their medical certification for a 60-day period after their exam.
This modification of the earlier waiver, which was enacted in July, acknowledges difficulties drivers faced in uploading their paper records within the original 15-day timeframe. FMCSA Chief Counsel Jesse Elison indicated that the waiver aims to maintain a level of safety equivalent to or greater than what would otherwise be achieved without it. It is particularly important in light of processing delays that may not be within the driver's control.
While the majority of states have complied with the electronic system, a dozen states including Alaska and California are still lagging despite years of warning. This highlights the challenges of standardizing processes across state lines in a timely manner. Coordination and communication among federal, state, and local entities are crucial for successfully implementing such transitions in public transportation regulations.
